Requirements:
- Laptop/Desktop with Windows 7.
- Laptop/Desktop with a 'not in use' wireless card.
- Laptop/Desktop connected through a wired connection.
- Re-Check all the above and you are good to go.
How-to: Turn your Windows PC into Wi-Fi Hotspot

Step-2: You will be shown a wizard through which you can 'Set up a wireless ad hoc network' as shown in the image below. Which we will be using to share your PC's wired internet through a wi-fi hotspot. Select 'Set up a wireless ad hoc network' and click Next.

Step-3: Now, you have to give your network a name and choose security options, WEP (easy to crack) is not recommended. Choose WPA2 and set a strong password, note it down somewhere if you can't remember it. After setting up network name and security options remember to Check the box for 'Save this Network' as shown in the image below and click on Next.

Step-4: The last step is to enable connection sharing through your regular network card that connects your PC through a wired connection. This will allow anybody (who knows your password, ofcourse) to connect to your ad hoc network for using the internet. For doing this follow these simple steps.
- Go to Network & Sharing Center
- Click on Change Adapter settings (on the left)
- Find the network that is actually connected to the internet (wired connection) ex. LAN. Open its Properties
- Go to the Sharing Tab & Click on the Check box 'Allow other network users to connect through this computer Internet Connection'.
Now, you should be enable to connect your wireless device to your computer's ad hoc network. You'll see that the ad hoc network you created gets added to the wireless network quick list, enabling you to easily connect and disconnect your ad hoc network at any time with just a few clicks.
